Fasset requires the services of one or more suitably qualified service providers who are located in South Africa to provide a Work Readiness Programme(s) aimed at Commerce Graduates and or Diplomates on NQF levels 5, 6 or 7; or a combination of two or more levels; or that will lead to the completion of a whole qualification. Ideally, the programme must start by 1 January 2008 and be conducted and completed by 31 March 2009.

The programme is to cater for:

  • 100% Black candidates, in the ratio of 54% women and 4% disabled,
        according to Fasset’s Scarce Skills requirements.

    It will be required of the trainers to present, and depending on where the trainers are located provincially, travel around South Africa as seminars are scheduled nationally.

    The intention is for the appointed service provider to work with Fasset to:
    1. Develop training course material (handbook for printing) , a slide presentation (for printing and distribution to delegates), course exercises and tools, and a summary article for publication on Fasset’s website and in the Fasset newsletter.
    2.     Fasset is seeking to appoint one service provider with a network of /employing suitably qualified research experts who are located in South Africa and are able to conduct research and report, as is required. It is expected that the following reports will be required over the period of contract:
    1. Mid-National Skills Development Strategy (NSDS)2005-2010 Sector Survey - Complete for participating employers, and for employers not previously participating in Fasset (those who did not complete the ATR and WSP for the previous financial year).
    2. Learnership Cash Grant (LCG) 2007/2008 - Complete for participating employers, and for employers not previously participating in Fasset.
    3. Employers’ visits - Conduct the provision of ad-hoc support to employers newly registered for the Skills Development Levy (SDL) who have entered Fasset subsequent to the Fasset Skills Advisor (FSA) intervention ending 30 June 2007.
    4. Database Update – Verify that employers currently allocated to Fasset do in fact belong to Fasset and where appropriate, correct employer information including but not limited to their contact information and their status as non-levy payers (NLP) or SDL payers, and complete inter-Seta transfer application forms for Fasset.
    5. Grant Processing – Process, check for compliance and capture grant applications on Fasset’s on-line database.

    Fasset is seeking to appoint one or more suitably qualified and geographically located organisation/s (with a network of appropriately geographically located associates) to act as Fasset Skills Advisor/s (FSA/s). The intention is for the appointed FSA/s to work with Fasset to complete:
    1. Annual Training Report (ATR) 2006/2007 & Workplace Skills Plan (WSP) 2007/2008
      • The sector survey is intended to outline the current ‘picture of the Fasset sector’ in terms of employers, education and training providers, learners, professional institutes and other specific areas. It must highlight skills deficits and skills priorities
    2. Sector Skills Plan (SSP) (2010-2015)
      • The SSP is the outcome of research (normally a combination of desktop, analysis of grant applications, specific research conducted with sample groups etc) that, amongst other things, describes the overall labour market and skills development situation in the sector. It also provides the framework for setting and achieving the objectives and targets set out in the NSDS for the Seta.
    3. Annual SSP Updates (2008/09 & 2009/10)
      • SSPs have to be updated annually based on the guideline issued by the Department of Labour (DoL). Two updates are expected over the contract period.
      • For each SSP Update an update of the Seta’s scarce and critical skills list is required. The DoL has issued a Framework for the Identification and Monitoring of Scarce Skills based on the concept of ‘Occupations’ used as an organising principle for the collection and reporting of information relating to Skills Development in South African public and private enterprises.
    4. Annual Grant Analysis (2007/08 & 2008/09)
      • The grant application forms submitted to the Seta are important sources of information that assist in understanding the human resources profiles and skills development needs of the sector. Two analysis reports are expected over the contract period.
    5. Ad Hoc Research
      • From time to time the Seta May require ad-hoc research to be undertaken

Plan and submit a comprehensive overall training outline and programme to train employees working for firms registered with the Fasset Seta (who are principally SMMEs employing financial specialists registered with a range of professional bodies eg SAICA, ACCA, SAIPA and at a variety of levels e.g. junior and senior) with a comprehensive update on ‘The 2007 Budget and Tax Update’ and any relevant taxation / legislation amendments;
    2. Develop a training programme, for half-a-day in duration (not shorter, if the budget happens to be uncomplicated, the speaker will need to fill the time with topics of relevance in the changed taxation / financial / legislation environment), which is to be run at approximately 40 sites in South Africa, in March and April 2007;
    3. Deliver training sessions to all the seminar attendees (group size May vary, but approximately 2500 delegates attended the 2006 Budget and Tax Update) at the venues;
    4. Develop course material (a booklet / handout), a slide presentation, prepare content for the invitation to the event and prepare a summary article for publication on Fasset’s website and in Fasset newsletters.

    Fasset is seeking to appoint one or more suitably qualified service provider/s who are located in South Africa. It will be required of the service provider/s to provide a Training Programme(s) for unemployed (Commerce) graduates at any of the NQF levels 5, 6 and/or 7, or a combination of two or more levels. Contracting is to be completed by the end of December 2006 and the Work Readiness component of the programme is to be conducted and completed, ideally by December 2007.

    The intention is for the appointed service provider/s to work with Fasset to:
    1. Recruit 100% Black candidates (African, Coloured and Indian) in the ratio of 54% women and 4% disabled, who have completed their studies at Universities and/or Technikons (no earlier than 2004);
    2. Train these learners on a Work Readiness Programme in soft skills together with academic support (and provide a bridging programme, if required), in which the following critical cross-field outcomes, aligned to at least the NQF 4 unit standards, are covered:
      • Identifying and solving problems in which responses display that responsible decisions, using critical and creative thinking have been made;
      • Working effectively with others as a member of a team, group, organisation, community;
      • Organising and managing oneself and one’s activities responsibly and effectively;
      • Collecting, analysing, organising and critically evaluating information;
      • Communicating effectively using visual, mathematical and/or language skills in the modes of oral and/or written communication;
      • Using science and technology effectively and critically, showing responsibility towards the environment and health of others;
      • Demonstrating an understanding of the world as a set of related systems by recognising that problem-solving contexts do not exist in isolation; and

    Fasset is seeking to appoint one or more suitably qualified and geographically located Skills Development Facilitator/s (SDF) to act as Fasset Skills Advisor/s (FSAs). The FSAs will assist the Seta in, amongst other areas, the promotion of the levy grant scheme to employers registered with the Seta, the explanation of the levy grant structure and benefits of participation, the facilitation of the completion of employer Workplace Skills Plans for 2004/5 and the Annual Training Reports for 2003/4. In addition, the FSAs will assist the Seta with the verification of employer details.
    Respondents to the RFQ would, as an absolute minimum, be required to have extensive experience in relation to Fasset Skills Advisors, plus a good knowledge of Fasset aims and objectives, Skills Development Act and related legislation, the Public Finance Management Act (PFMA) and Setas in general.
