The end of the year is upon us once again, which brings us to the last issue of e-facts for 2012.

It has been a fast paced 2012 indeed and another fruitful year for Skills Development.

Seta Funding Regulations
The funding regulations to the Skills Development Act, 1998 (Act No. 97 of 1998) were promulgated on 3 December 2012. The Fasset Board will be meeting shortly to discuss issues relating to the regulations; to determine the impact on the current Seta strategy for 2013/2014.

Some interesting changes to note include, but are not limited to:

  • With effect from 1 April 2014, WSP and ATR (Mandatory Grant) must be submitted by 30 April each year;
  • 20% of total levies paid by the employer will be paid to the employer who submits a Mandatory Grant;
  • In the case of an employer who has a recognition agreement with a trade union or unions in place, there must be evidence provided that the WSP and ATR have been subject to consultation with the recognised trade unions and the Mandatory Grant must be signed off by the labour representative appointed by the recognised trade union unless an explanation is provided;
  • 80% of the Discretionary Grants funding will be allocated to PIVOTAL programmes that address scarce skills;
  • PIVOTAL is defined as professional, vocational, technical and academic learning programmes that result in qualifications or part qualifications on the National Qualifications Framework; and
  • There is a new ‘minimum requirements’ Mandatory Grant form.

NEW: NSFAS Loan Repayment Grant (NLRG)
Fasset is inviting African learners on a Fasset sector learnership, to apply for the Fasset NLRG which is geared towards assisting learners to become financially independent of their NSFAS debt. For more information or to download the application click here . The grant application must be submitted to Fasset by no later than 15 February 2013.
Grant Payments
The 3rd quarter grant payments were paid on 28 November 2012.

Sector Skills Plan Update
The draft Fasset Sector Skills Plan (SSP) Update 2013/14 for the 2013 to 2018 period was re-submitted to DHET on 30 November 2012 and is available for download . This SSP contains the blueprint for the Seta's strategy and activities for the third National Skills Development Strategy (NSDS) for the financial year 1 April 2013 to 31 March 2014.

Fasset Tender Bulletin
Fasset procures a number and variety of services in the course of achieving its objectives. All procurement at the relevant threshold according to supply chain regulations is advertised on our website and we advise prospective service providers to regularly check the Tender Bulletin section for new information relating to Fasset's service requirements.
Fraud Prevention
In order to assist Fasset in giving effect to our Fraud Prevention Plan, we encourage all stakeholders to make use of the Fasset Tip Offs Hotline 0800 205 054 to notify Fasset of any suspected fraudulent activities impacting on Fasset.
