Discretionary Pool / Unclaimed Grants

Regulations issued by the Department of Labour (DoL) in terms of the Skills Development Act, 1998 (SDA) and the Skills Development Levies Act, 1999 (SDLA) make allowance for the discretionary use of a percentage of Skills Development Levies (SDL) by Fasset.

The amount allocated to Discretionary Funding in terms of these regulations may be combined with rollover grant money (levies that have not been claimed in the form of grants by employers in any financial year) and used by Fasset for interventions and initiatives defined as strategically important for the development of the Fasset sector.

The Fasset Management Board determines the areas of strategic importance for the sector by assessing information from Mandatory Grant applications, the Sector Skills Plan (SSP) and other research conducted from time to time. In addition to this background research and information, the National Skills Development Strategy (NSDS), coordinated by DoL, guides the development of strategic areas within Fasset’s sector.
