About Fasset
Fasset is the Sector Education and Training Authority (Seta) for Finance, Accounting, Management Consulting and other Financial Services. 25 Setas were established in March 2000 in terms of the Skills Development Act, to cover all sectors in South Africa, including government. The members of a Seta include employers, trade unions, professional bodies, government departments and bargaining councils, where relevant, from each industrial sector. The Work of Setas
  • Determine the vision and mission of the Seta
  • Develop and adapt the sector's skill strategy
  • Set strategic targets in line with national policies and priorities, national sectoral priorities and sub-sectoral or chamber priorities.
  • Enter signed agreements on targets for delivery with chambers or sub-sectors
  • Approve funding and funding flows
  • Monitor and evaluate the implementation of strategies and the achievement of targets
  • Assume accountability in terms of the Skills Development Act, the Skills Development Levies Act, Public Finance Management Act and the SAQA Act
  • Quality assure education and training providers via an Education and Training Quality Assurance body
  • Be responsible for Learnerships

Purpose of the Skills Development Act
The short supply of skilled staff is a serious obstacle to the competitiveness of industry in South Africa. The levy grant scheme aims to expand the knowledge and competencies of the labour force resulting in improvements in employability and productivity. This is achieved through new approaches to planning for training, learning programmes, incentives and an improved employment service. If you participate fully in the scheme you will reap the benefits of a better skilled and more productive workforce.

The Objectives of Fasset
  • To develop the competence of employees and potential employees:
    • Improving the quality of life of employees, their prospects of work and labour mobility
    • Improving productivity in the workplace and the competitiveness of employers
    • Promoting self-employment in situations where the sector is experiencing job shrinkage.
  • To increase the levels of investment in education and training and to optimise the return on this investment
  • To position this sector as the "sector of career choice" for prospective learners and entrants into the labour market
  • To encourage employers and employees to adopt a culture of life long learning through:
    • Using the workplace as an active learning environment
    • Providing employees with the opportunities to acquire new skills
    • Providing opportunities for new entrants and potential entrants into the sector labour market and enhancing access to opportunities to gain work experience.
  • To support the objectives of the Employment Equity Act of 1998
  • To enhance access to learning opportunities and to facilitate the recognition of prior learning
  • To ensure the quality of education and training in the sector
  • To expand the provision of education and training in this sector through sound partnerships with public and private sector service providers
  • To encourage greater cooperation between the public and private sectors
  • To co-operate with the South African Qualifications Authority and other Setas, in support of the objectives of the Act

Vision
"To influence the effective operation of the labour market, through effective skills development, so as to ensure the appropriate supply of competent labour necessary to compete in the global economy."

Mission
  • To improve the competence of employees and potential employees, thereby enhancing productivity in the sector
  • To increase the level of investment in education and training in this sector and to optimise the return of this investment
  • To encourage employers and employees to adopt a culture of life-long learning
  • To ensure the quality of training and education in the sector and to support the development of standards in line with the NQF and to actively promote these standards
  • To expand the provision of education and training in the sector through sound partnerships with public and private providers of education and training
  • To enhance co-operation between the public and private sectors
  • To support the objectives of the Employment Equity Act of 1998
  • To enhance access to learning opportunities in the sector
  • To position the sector as the 'sector of career choice' for prospective learners and new entrants into the labour market.

Functions of Fasset
The Management Board of Fasset may delegate any of the below mentioned functions to an appropriate service provider, in accordance with the Fasset procurement policy and to any other bodies, which may include ETQAs, professional bodies etc.
Fasset will serve to:
  • Facilitate strategic human resource development planning within this sector;
  • Propose education and training standards and qualifications to bodies registered with SAQA and be responsible for developing education and training standards;
  • Monitor and audit achievements in terms of those standards and qualifications;
  • Accredit providers, assessors and moderators of education and training in this sector;
  • Assure the quality of education and training in this sector without itself being a provider of education and training;
  • Analyse and prioritise education and training needs within this sector and develop skills development strategies to address identified priorities;
  • Enhance access to learning opportunities including:
    • Career paths and progression pathways;
    • NQF qualifications; and
    • Learnerships.
  • Manage and administer all learnerships within Fasset;
  • Manage the administration of levy disbursements in this sector;
  • Promote a culture of learning within this sector and encourage active employer and employee organisation participation in the strategies and activities of Fasset;
  • Promote and market Fasset through regular communication with all stakeholders and potential stakeholders;
  • Perform any other function required by SAQA in terms of Fasset's registration;
  • Perform any other function that must be performed by Fasset in terms of the Skills Development Act or any other applicable law.
Fasset will, specifically, in accordance with the Skills Development Act:
  • Develop a sector skills plan within the framework of the national skills development strategy for Fasset;
  • Implement a sector skills plan by:
    • Approving and monitoring workplace skills plans;
    • Establishing learnerships;
    • Allocating grants to employers, education and training service providers and employees; and
    • Monitoring education and training in this sector.
  • Promote learnerships by:
    • Identifying appropriate workplaces where individuals can gain practical work experience;
    • Improving and supporting learning through the development of learning methodologies and materials;
    • Assisting in the conclusion, registration and monitoring of learnership agreements.
  • Liaise with the National Skills Authority as well as other Setas on issues including:
    • National skills strategy;
    • Skills development policy;
    • Its own sector skills plan.
  • Report to the Director-General of Labour on the implementation of its sector skills plan, its income and expenditure;
  • Liaise with the employment services of the Department of Labour and education councils and other regulatory bodies in terms of education laws of South Africa in order to improve the quality of information:
    • About employment opportunities;
    • Between education providers and the labour market.
  • Facilitate the involvement of the relevant government departments in the activities of Fasset in order to:
    • Address the competency requirements for social delivery;
    • Address the learning needs of the most vulnerable segments of the sector;
    • Promote training in SMME’s to enable them to qualify for public contracts;
    • Perform any other duties imposed by the Act or any other function not specifically mentioned, in order to fulfill the objectives of Fasset.
