Tax and Financial Markets Qualification Development
The Tax and Financial Markets qualification development is on track, though proceeding slowly. The respective working groups for these qualifications have met and the final draft of each qualification is ready. Fasset is however waiting for the QCTO to call the scoping meetings, so that input can be received from these subsectors as a whole. Fasset is engaging with the QCTO to try and get the process moving. Fasset will provide you with periodic updates on the progress of the qualifications development.

LCG and AMG Changes

QCTO (Quality Council on Trades and Occupations)

The QCTO is one of the quality councils, along with Umalusi and the HEQC.

The QCTO stands for The Quality Council for Trades and Occupations. It is the quality council, along with Umalusi and HEQC (Higher Education Quality Council) that governs quality assurance. The QCTO is established by the Skills Development Amendment Act, 2008. This act was gazetted in December 2008, but has still to be promulgated. The aim of the QCTO is to develop, design and quality assure qualifications that lead to occupations or professions.

The QCTO is not yet functional. This will only happen when the National Qualifications Framework Bill is passed into parliament and when the Minister of Labour announces the date on which the Skills Development Amendment Act 2008 comes into effect.


Re-registration of Provider-based Qualification

In early July, SAQA re-registered all provider-based qualifications on the National Qualifications Framework that expired on 30 June 2006. Qualifications were only re-registered if all SAQA’s criteria for re-registration were met. Where applicable, Fasset’s training providers, Quality Assurance Partners, Assessors and Moderators will be issued with new certificates that will reflect the new registration dates. The SAQA Act (available under the Legislation section of www.saqa.org.za) is the basis for a common understanding of quality within the context of the National Qualifications Framework (NQF) and the South African Qualifications Authority (SAQA). The NQF comprises registered standards, units and qualifications at eight levels of learning. SAQA is responsible for overseeing the development and implementation of the NQF.
The objectives of the NQF are to:
  • create an integrated national framework for learning achievements
  • facilitate access to, and mobility and progression within, education, training and career paths
  • enhance the quality of education and training
  • accelerate the redresses of past unfair discrimination in education, training and employment opportunities, and thereby
  • contribute to the full personal development of each learner and the social and economic development of the nation at large
In order to pursue these objectives and execute its functions, SAQA is required to accredit Education and Training Quality Authorities (ETQAs). ETQAs have been accredited for the purpose of monitoring and auditing the provision of achievements of learners in terms of standards/qualifications as registered on the NQF.
The ETQA Regulations (1998) clearly define the functions of ETQAs and can be viewed under the Legislation/ETQA Regulations section of www.saqa.org.za.
The ETQA of Fasset (FassetQA) was accredited by SAQA in September 2001. FassetQA’s submission was prepared on a consultative basis with all stakeholders, including professional bodies. This process included workshops and one-to-one sessions with professional institutes. The constructive participation of the professional institutes during this process was invaluable and these sessions were imperative in terms of compiling a comprehensive submission that not only met the SAQA requirements but also enabled FassetQA to minimise duplication, build a coherent system of quality control and encompass all quality aspects of the sector.
The ETQAs will perform the following functions in order to monitor and audit the provision of achievements:
  • Accreditation of Constituent Providers
  • Quality Promotion
  • Monitoring, Assessing and Moderating
  • Assessment and Assessment Systems
  • Certification
